For Apache 2.4.9
in addition, look at the httpd-vhosts.conf file in C:\wamp\bin\apache\apache2.4.9\conf\extra
<VirtualHost *:80>
ServerName localhost
ServerAlias localhost
DocumentRoot C:/wamp/www
<Directory "C:/wamp/www/">
Options Indexes FollowSymLinks MultiViews
AllowOverride all
Require local
</Directory>
</VirtualHost>
Change to:
<VirtualHost *:80>
ServerName localhost
ServerAlias localhost
DocumentRoot C:/wamp/www
<Directory "C:/wamp/www/">
Options Indexes FollowSymLinks MultiViews
AllowOverride all
Require all granted
</Directory>
</VirtualHost>
changing from "Require local" to "Require all granted" solved the error 403 in my local network
