[php] PDO::__construct(): Server sent charset (255) unknown to the client. Please, report to the developers

In My Aws Windows I Solved it and steps are

1. Open "C:\ProgramData\MySQL\MySQL Server 8.0"
2. Open My.ini
3. Find "[mysql]"
4. After "no-beep=" Brake Line and insert "default-character-set=utf8"
5. Find "[mysqld]"
6. Insert "collation-server = utf8_unicode_ci"
7. Insert "character-set-server = utf8"
