No, you need to wrap your TextBlock in a Border. Example:

<Border BorderThickness="1" BorderBrush="Black">
    <TextBlock ... />
</Border>

Of course, you can set these properties (BorderThickness, BorderBrush) through styles as well:

<Style x:Key="notCalledBorder" TargetType="{x:Type Border}">
