[postgresql] Getting the encoding of a Postgres database

If you want to get database encodings:

psql  -U postgres -h somehost --list

You'll see something like:

List of databases
           Name         |  Owner   | Encoding
------------------------+----------+----------
db1                     | postgres | UTF8
